Mix together the rosemary, sea salt, and black pepper in a small bowl.
Evenly sprinkle the spice mixture over the lamb chops.
Pour the olive oil in a skillet and heat on medium-high heat until hot.
Place lamb chops in the skillet and cook for approximately 5 minutes per side or until desired doneness.
Set lamb chops aside on a warm plate.
Add vinegar and brown sugar to the skillet and mix with the browned bits from the skillet.
Bring to a boil over low heat, and let cook until slightly thickened.
Pour the glaze over the chops and serve!
